Carter Brooks Templeton

Carter Brooks Templeton currently serves as an attorney at the University of Missouri School of Law Veterans Clinic, where he applies his knowledge of veterans’ law to help veterans and their families access the benefits they deserve. His passion for this work is deeply personal: both of his grandfathers served in World War II—including in the Battle of the Bulge—and their stories of sacrifice and service inspired his commitment to veterans’ advocacy. 

Before joining the Veterans Clinic, Carter practiced appellate litigation at Chisholm, Chisholm, and Kilpatrick in Providence, Rhode Island, where he focused exclusively on veterans’ law. 

He has briefed cases in multiple federal courts, including the U.S. Court of Appeals for Veterans Claims and the U.S. Court of Federal Claims. He has presented oral argument in federal court and argued numerous cases before administrative law judges. Carter has also contributed to amicus briefing before the United States Supreme Court in matters affecting the rights of veterans. 

Carter is a graduate of the University of Missouri School of Law and Truman State University. Prior to beginning his legal career, he gained valuable experience in Missouri state government, working in both the Missouri Attorney General’s Office and the Missouri State Treasurer’s Office. 

He is admitted to practice law in Missouri, the United States Court of Federal Claims, and the United States Court of Appeals for Veterans Claims, and he is accredited by the U.S. Department of Veterans Affairs to represent veterans in their benefits claims. Carter is a member of the Missouri Bar Association, the Court of Appeals for Veterans Claims Bar Association, and the National Organization of Veterans Advocates. He is a frequent speaker at legal conferences and veterans’ advocacy events, and has appeared on television and radio programs to raise awareness about veterans’ legal issues and the Veterans Clinic’s work. 

Carter lives in Alexandria, Virginia, with his wife, Lara—also a graduate of the University of Missouri School of Law. In his free time, he enjoys reading, walking his dog Nora around Old Town Alexandria, and cheering on the Chicago Cubs and Mizzou Tigers.
